ASDC demands CBI probe in all corruption case under KAAC

DIPHU, Nov 15: Regional party Autonomous State Demand Committee (ASDC) staged protest to take on the Bharatya Janata Party led rule of Karbi Anglong Autonomous Council (KAAC) alleging them of indulging in massive corruption and misappropriation of money in several departments. The protest was held at Semson Sing Ingti Memorial Park in Diphu this morning.

According to the publicity wing, out of the allotted Rs.28 crores, Rs. 8 crores has already been drawn for the Greater Diphu Water Supply Scheme by contractor and son of HAD Minister Amarjit Ranghang without doing any work. The Gauhati High Court has though issued an order on April 7, 2015 for completion of the work, the order is yet to be fulfilled.

In a second case, an amount of Rs15474.19 lakhs has been sanctioned by KAAC under the irrigation department, through an order No. KAAC/P&D-160/Irri/FS/AIBP 2014-15/38 dtd. 25/6/2015 for payment to contractors for various works under the irrigation department yet no works has been executed on these schemes. Highest amounts  received by these contractors for the work include Global Enterprises- Rs.578.06 lakhs (Disobal, Rakpangkro, Amlet), Sankardev Engineers – Rs.492 lakhs (Phukab, Langetso), G.M. Enterprise – Rs.464.94 lakhs (Dighalijan, Poktanala), Karbi Anglong Engineers – Rs.460 lakhs (Taikundisha) and Eagle Enterprises – Rs.360 lakhs (Phongronglangso), Juli Kropi – Rs.358.82 (Langsukangthu, Sarsenot).

ASDC publicity wing also revealed that KAAC sanctioned an amount of Rs.5 crores through its order No.KAAC/P&D-22/Irri/FS/AIBP/2012-13/22 for various irrigation schemes in Phuloni constituency alleging that no work done but the fund has already been spent. The work was allotted to one Monuram Pator. Further, M/S SN Engineer had withdrawn an amount of Rs.99 lakhs as per sanction given by the KAAC through its order No. KAAC/P&D-18/Irri/IBP/FS/2015-16/126 dtd12/12/2015 yet no work is done. One PIL has been filed in the Gauhati High Court on these matters.

Further, the ASDC publicity wing alleged that under the education department, Rs.11 crores has already been released for the construction of one model school in each of the 11 Blocks of Karbi Anglong. But so far, not a single building can be seen or is functioning.

On the issue of autonomy, the regional party substantial autonomy brought through the MoU is gradually being eroded since the erstwhile Congress and the present BJP regime. The royalty collected by the Council on sand and stone by the forest department is now taken away by the state government by categorizing them as “minor minerals.”

The regional also pointed out that the very inherent subject of primary education too is now given away to the state government by allowing them to hold TET examinations. The very introduction of SIU & PIU has disempowered the Council to make appointments and award contracts, state government being the ultimate authority. “The very recent introduction of ‘Outreach Mission’ in the handloom & textile department and the sericulture department without the knowledge of the Council is another attempt by the state government to gradually destroy the autonomy of the Autonomous Council. “The BJP-led council is bringing in the Panchayati Raj through the backdoor by forming Village Councils,” charged the party.

The regional party has also attacked the present party stating that it totally failed in all aspect terming the leaders leading the KAAC has incompetent to run the Council. The party also came down heavily on the BJP in protecting border areas. Meghalaya govt. has established a BoP at Am-ih near Khanduli 10 kms inside Karbi Anglong. Langkaijan in Lumbajong constituency is encroached from the plains district. The silence of the Council authority on Citizenship Amendment Bill (CAB) is only contributing to the threat towards the existence of the hill tribes,” said the party. The Government of India would be signing an agreement with the Nagas. The silence of the Council, MLAS and MP will pave the way for intruding outside power into the Autonomous Council area, said the regional party.
